构建和谐社会与公共政策的价值定位

为实现我国政府在新形势下提出的构建社会主义和谐社会的宏伟目标,本文认为,应对落实其战略目标的重要工具和手段——公共政策的价值理念进行重新梳理和整合,即公共政策应在理念上确立以人为本的伦理精神,彰显社会正义的基本价值,突出其公共性的本质特征,强化对弱势群体的人文关怀。

Construction of a Harmonious Society and the Value Orientation of Public Policy

To realize the great goal of building a harmonious socialist society proposed by the Chinese government at the new age,it is highly recommended to reconsider and reorganize the idea of value in public policy,the important means for the implementation of the strategic goal.Specifically,public policy must be human oriented,and must embody the essential value of social justice,highlight its nature of publicity,and strengthen its care for the disadvantaged groups.
