论我国政府绩效评价的价值取向

价值取向在政府绩效评价系统中具有十分重要的作用,它将直接影响到具体评价指标的构建、评价结果的形成与运用。“维护和增进公众利益”是政府对公众的公共受托责任的核心要求,应当作为政府绩效评价的基本价值取向,而增长、公平、民主、稳定则是这一基本价值取向的具体表现,应当作为政府绩效评价的四个具体价值取向。此外,在政府绩效评价过程中,应当辩证地看待和处理好增长与公平、民主与稳定之间的关系。

The Value Orientation of Government Performance Evaluation

Value orientation is the fundamental conception and measurement standards of government performance evaluation. It could have direct impact on the construction of measurement indicators,the formation and usefulness of evaluation results. According to the requirement of public accountability,the core value orientation of Chinese primary government performance evaluation is to safeguard and enhance public interests,and it consists of four aspects: growth,equity,democracy and stability. In the process of performance evaluation,we should get a dialectical trade-off between growth and equity,democracy and stability.
