国民经济动员链资源供给机理

研究国民经济动员链的运行机理,有利于理清国民经济动员链的内部运行规律,有利于在常态下强化国民经济动员基础,在危状态下实现资源的超常规供给。从资源供给的角度,用系统动力学的方法,借助AnyLogic系统仿真平台,以抗震救灾中的帐篷资源供给规律为实证,通过对国民经济动员链进行系统分析、系统建模和系统仿真,研究国民经济动员链资源供给的运行机理。研究表明:常态下资源的供给能力取决于该资源生产要素的供给能力以及企业经营管理能力。危态下,资源出现超常规的需求,以需求为导向,资源呈现出超常规的供给量,超常规的供给量取决于其他用途的资源转变为用于应对危机的资源量、超常规的生产能力以及现有的量,而超常规的生产能力取决于超常规的生产要素的供给能力,而生产要素的超常规供给能力和其他用途转变为用于应对危机的资源量取决于常态下的动员准备和危态下的动员手段。

The research on the chain operation mechanism of national economic mobilization is beneficial to clearing up the internal operation rule of national economic mobilization chain and to strengthening the national economic mobilization foundation in normal conditions as well as realizing the resource of supernormal supply. It takes the rule of tent resources supply in earthquake relief as solid evidence and conducts system analysis, system modeling and system simulation of national economic mobilization chain. The research shows that normal resources supply capacity depends on the ability of the resources production factors supply and the enterprise management. Under dangerous state, exceptional demand emerges and with demand oriented, the resources present exceptional supply. The exceptional supply depends on other purposes resources changing to amount of resource to deal with crises, exceptional production capacity and the existing amount. Exceptional production capacity depends on exceptional production factors supply ability. Exceptional production factors supply ability and other means that can be changed to resources to deal with crises depend on normal mobilization preparation and mobilization means of dangerous state.
