社会救援资源及其动员活动研究

社会救援资源是应急救援工作的重要资源支撑,社会救援资源动员是筹集和使用社会救援资源的主要形式。从资源供给角度出发,给出社会救援资源的概念,即是由社会渠道提供的应急救援资源;综合“社会”和“应急救援资源”范围的研究,界定社会救援资源的范围,即由企业、非政府组织和社会公众等社会主体提供的救援队伍、救援设备、救援物资、医疗资源和资金等应急资源;阐述了社会救援资源的普遍特点和特殊特点。在社会救援资源的研究基础上,认为社会救援资源动员是指国家为了满足应急救援活动的资源需求,有计划有组织地提高各社会主体的资源供给能力,直至将资源送达需求方的一系列活动。
