| 摘 要： | 城乡二元的户籍管理制度导致了社会公民的不平等,小城镇户籍制度改革势在必行,这种改革的根本动因主要是市场经济的发展导致的人口流动的加快、城市化导致的城镇化以及由此而导致的农民身份的变化.

| Abstract: | Since the duality of the household system has lead to the inequality of the citizens in the society,it is imperative that it should be reformed.The ultimate motivation for the reform is that due to the growth of market economy the speed of flowing population has been accelerated,and that the urbanization has lead to the change of identity of the peasants. |
