The construction of social capital in China's community has been directly influenced by the cultural tradition and ethics-focused relational network structure.Prosperous social capital not only promotes community development,but also is the ultimate aim of community administration.The sum of social capital is an important index of the harmonious degree of the public sphere in communities after the collapse of work unit institutions.Under the restriction of the politically dominated tradition of community administration,current social capital in China's community is generally deficient and fragile,and needs to be developed through organizational behavior and institution constructions.
