市场经济中政府定位的经济学分析

摘    要:在社会主义市场经济中,由于国有企业仍在许多行业中占据主导或垄断地位,政府是应该保护消费者利益,还是为了国企的"保值增值"而牺牲消费者利益,或者是"各方兼顾"?本文从经济学的基本原理出发分析指出:在市场经济中消费者与企业的利益是矛盾的,政府只有最大限度地保护消费者利益,通过竞争对企业(包括国有企业)优胜劣汰,才能够有效地促进生产力的发展和社会福利的提高.

Abstract:While China is making the transition from a planned economy towards a market economy, as State-Owned Enterprises (SOEs) dominate in many industries, should the government regulator protect consumers' either interest or SOEs' profitability, or both equally? According to fundamental economic principles, this paper concludes that the government must protect consumers' interest, optimize the superior and bankrupt incompetent SOEs through competition. Only by doing so, can the government's goal of increasing productivity and social welfare be realized.
