振兴东北老工业基地的主要思路有转变观念论、政策倾斜论、民营经济发展论和体制创新论.东北老工业基地二十多年调整与改造的经验表明,体制创新是振兴东北的关键,而体制创新的核心是所有制结构调整,其目标就是实现国有经济、民营经济和外资经济混合发展.其中,必须加快国有企业改革的步伐,这是混合发展的中心环节.只有加快国有企业改革的步伐,尽快形成新体制、新机制,并在新思路的指导下,才能走出一条振兴东北老工业基地的新路子.

Institutional Creation:A Key to Revitalizing China's Old Industrial Base

Although several viewpoints have been proposed to revitalize the Northeast Old Industrial Base, such as idea transform, laying particular stress by policy and developing private economy, only the institutional creation is the crucial one to the point as verified by the historical experience over 20 years for reform and regulation. The core of institutional creation is regulating the ownership mix of which the aim is to implement the economic development covering state-owned businesses mixed with private and foreign-invested businesses. Among them, accelerating the reform of state-owned businesses shall be focused on first as the center of mixed development so as to form a new institution or mechanism as soon as possible. Under such a guidance the Northeast Old Industrial Base will be revitalized in a sound way at relatively high speed.
