乡镇市民社会的兴起与治理

随着乡镇市场经济的发展,乡镇市民社会及其利益代表组织也快速兴起。政府主导型现代化模式在农村的终结、政府因管理失灵而从乡镇市场中淡出以及国家权力退出导致乡镇公共服务真空是其兴起的时代背景。乡镇市民社会的阶层主要有:乡镇私营企业主阶层、乡镇个体工商户阶层、乡镇农民精英阶层、乡镇外来务工人员阶层和外出务工的农民阶层,其利益组织既有体制内的非政府组织,也有体制外的组织,其兴起的特点主要有过渡性、非农性、脆弱性和连接性。乡镇市民社会对于乡镇政治和经济生活既有积极影响,也有消极影响。乡镇政府对于乡镇市民社会的治理有四个方面的路径:放权又树威;推动其自治与自律;确认其利益诉求;促进其文化转型。
