论日本地方议会的职能与职权

日本是一个实行君主立宪政治制度的国家 ,其地方议会制度自明治初期实施以来即在日本国家政治制度中占据着极其重要的地位。日本地方议会的职能主要表现为 :政策形成方面的职能 ;监督的职能 ;代表的意义职能。它们主要表现在条例制定权 ,预算审查权 ,事项决定权几个方面。

On the Functions and Power of Local Diets of Japan

Japan is a country of constitutional monarchy, and its local diets system has been holding an important position in the state political system of Japan since it was practised at early of Meiji period. This article puts more emphasis on analyzing the present Japanese local cogress's functions and its duties under the contemporary Bi-Representative system from the actual political situation of Japan so as to further understand the core of Japanese local diets system.
