| 摘 要： | 《刑法》和《民法通则》以外的未成年人法律和相关法规缺乏操作性,对未成年人合法权益起不到应有的保护作用。应该克服为立法而立法的倾向,通过完善未成年人法律的程序制度,提高未成年人法律的适用性和保护功能。

| Abstract: | The laws relating to juveniles,excluding Criminal Law and Civil Law,lack enforcement and fail to protect the rights and interests of the minors.It is essential to enforce the laws instead of legislating them only for lawmaking.The legislative body should enhance the applicability and protective safeguards by perfecting the legislation proceeding of juvenile laws. |
