当前农民经济弱势的凸现与解脱

当前,相对于城镇居民而言,农民的经济弱势日益凸现。究其原因,主要是城乡产业结构不优、国民收入分配失衡、农村社会支持残缺、农民综合素质欠佳等因素所致。欲求得农民经济弱势之解脱,必须做到:优化城乡产业结构,拓宽农民增收空间;矫正收入分配格局,启动以工哺农机制;健全社会支持网络,加大扶持救助力度;增加人力资本投资,提升农民综合素质。

On the Emergence and Extrication of Farmers'Economical Inferiority

At present, compared to urban residents, farmers'economical inferiority has emerged, which is the integrated result of the following factors: the urban and rural industrial structure is not rational, the distribution of national income loses its balance,the rural area lacks social support,and farmers'ability is poor.The extrication of farmers'economical inferiority will depend on the following measures: to provide more opportunities for farmers'income increase,optimize the urban and rural industrial structure,to promote the assistance of industry to agriculture by rectifying the current situation of national income, to strengthen the support for farmers by improving the net of social support, and to enhance farmers'comprehensive quality by increasing the investment to labor power.
