| 摘 要： | 聚集能够产生节约且居民户住址选择遵循地租衰减规律,因此城镇规模的增长就是聚集与扩张的均衡。新型城乡形态下的新农村建设与农村城镇化也需要遵循聚集效应以产生经济节约,从而促进农村局面快速转变,农村城镇化稳步推进。但是农村聚落聚集节约与城镇发展有所不同:宅基地是私人财产、居民过分关注当前、区位条件差别较大、居民经济耐力较低等。同时农村工业聚集也存在诸多制约因素,包括城镇基础设施落后、产业聚集成本过高、政府支持有心无力、硬性搬迁被形式化等。探索创新性的农村城镇化模式势在必行。
