电网企业产权多元化改革及风险研究

电网企业属于典型的网络型自然垄断型产业。近年来,很多国家开始了垄断产业产权多元化改革。我国电网企业产权多元化改革势在必行,但存在多重风险,如公共安全风险、调度运营风险、融资风险和国有资产流失风险。规避风险的对策是:坚持改革的稳健性原则,电力监管与产权改革同步,所有权、经营权调度权和电力监管权相分离,产权结构上实现国家控股,并辅之以完善电力市场,改革电价形成与监管机制,做好主辅分离等配套改革。

A Study on the Multiplication Reform and Risk of Power Grid Enterprises Property

Power grid enterprises belong to typical network and natural monopoly industries.Recently many countries have started network industries property multiplication reform,which also needs to be carried out in China.But there are many risks,such as public safety risk,dispatch and operation risk,financing risk and state-owned asset loss risk.Countermeasures to avoid these risks must be taken as follows: insisting on the principle of moderation,synchronic reforming in supervision and property,separating ownership,management,dispatch and supervision authority,and the realization of state control in property construction.It is also necessary to conduct supplementary reforms such as perfecting electric power market,reforming in electricity pricing and supervising function,completing separating auxiliary from majority,etc.
