四重矛盾下农村民间组织的生成背景及发展轨迹

当前农村民间组织的建立和农村社会发展与村委会职能改革有直接关系。一方面，新农村建设使国家在农村的权力因素日益密集，但农村“组织真空”状态依然存在；政府对村委会的需求趋于无限，但村委会自身资源及能力相对有限。另一方面，在改革时，村委会必须要进行职能减负，但考虑乡镇改革的需求，实践中已难以增加乡镇政府的职能；农村社会正面临阶级分化，但农民仅透过村委会不能完满实现利益表达。在上述矛盾中，国家运用建构性努力促进民间组织建立的目的之一是配合村委会职能改革，整合城乡发展，而不仅是体现农民的结社自由。
