| 摘 要： | 过年和放鞭炮都是中国人的传统民俗,它是经过千百年历史积淀下来的文化遗产。必须高度重视和立法保护传统节日。建设法治社会需要立法方、执法方与全体公民共同努力。禁放烟花爆竹的法规必须符合民情民意,不应该用禁止的方式让人们忘却民族的文化传统和习俗。北京市立法有限地解除烟花爆竹“禁放令”,但开禁燃放烟花爆竹必须严把鞭炮质量关。

| Abstract: | Having Spring-festival and lighting firecrackers are both traditional Chinese folk-customs and they are the cultural inheritance that existed for thousand of years.Special attention should be paid to the traditional festivals laws should be worked out to protect them. A legal society needs common effort from law making part to the people of the whole society. The law that forbidding lighting firecrackers should be met with the people's will.We should not let the people forget their national cultural tradition and custom by 'forbidding'. |
