人才合理流动和社会保障体系的改革

摘    要:人才流动是社会资源合理配置的需要。我国现行的住房、医疗、养老等政策还明显带有计划经济体制的痕迹 ,并以社会保障的面目出现。这些政策不利于人才合理流动 ,因此应在下一步社会保障体制改革中予以解决 ,以促进人才合理流动。

Abstract:The rational deployment of social resources needs mobile talents.But there are still some traces of planned economy in present policy concerning housing, medical treatment and providing for the aged,etc.These policies appeare as social security but in fact they are not the vigorous social security policies. They are disadvantageous to the mobility of talents.So we should take some measures in coming reform of social security system to promote the rational mobility of talents.
