| 摘 要： | 如果公民没有权力,就等于说公民只是国家管理的对象,而不是国家的主人.如果公民没有权力,就等于说公民对国家的发展和民主建设无能为力,既没有办法也没有责任.公民是一个政治概念.公民的政治属性为它有权力奠定了前提和基础.权力源印证公民权力,公权力也是公民权的表现形式,公民责任反射公民权力,公民直接行使公权力.

| Abstract: | If the citizen has no right, then the citizen is only a target of national management, and not the master of the country. If the citizen has no right, then the citizen is powerless to development of the country and democratic construction, and has no idea and no responsibility. The citizen is a political concept . The citizen's political attribute has power to establish the prerequisite and foundation for it. Power source confirm citizen rights, common power is a form of expression, citizen responsibility of civil right reflect citizen power,and citizen exercise common power directly too. |
