| 摘 要： | 我军武器装备科研项目管理存在诸多问题的一个重要原因是缺乏系统的项目评价体系。根据项目生命周期的不同阶段,把武器装备科研项目的评价过程划分为三个阶段:项目初期的立项评价、项目过程中的进展评价以及项目结束后的绩效评价,并在此基础上建立了一个贯穿项目全过程、完整的评价体系。

| Abstract: | The main fact that has created a large number of problems in PLA's weapon and equipment R&D project management is in want of evaluation system. This paper put forward a countermeasure that, according to different phases of project lifecycle, the weapon and equipment R&D project evaluation process can be divided into three phases: the evaluation of approval of the project at the beginning, the evaluation of the progress in the course of the project and the evaluation of the performance at the end of the project. Based on the three phases, an integrated evaluation system that runs through the whole project process can be established. |
