| 摘 要： | 从国家、市场和社会的角度看,英国、德国、美国的社会保障制度各具特色英国突出国家责任;德国倚重于国家和社会;美国重视发挥社会和市场的功能.比较分析三国制度的优劣,对中国构建社会保障制度具有三点启示,即坚持公平优先、兼顾效率的原则,突出权利和义务的对应性,加强第三部门.

| Abstract: | The institutions of social security of Great Britain, Germany and the United States have characteristics of their own in the light of the state, market and society: Great Britain highlights the responsibility of the state; Germany emphasizes both the state and the society; the United States focuses on exercising the functions of the society and the market. Three enlightening points are worth mentioning concerning the construction of China's institution of social security after weighing the strengths and weaknesses of the institutions of the countries above, namely, to stick to the principle of fairness and efficiency with the former being the first, to emphasize the correspondence of right and responsibility and to enhance the function of the market. |
