The author argues in this paper that market economy is not a type of economy without or excluding the action of government, but rather the one that demands regularization of the action of government, or a contract economy that emphasizes the responsibilities of government. It is also proposed that market economy is in nature a credit economy, with government credit being the kernel of social credit, the mainstay for a nation to survive in this world and the cornerstone of modern credit civilization. Enhancing the credit of a government is vitally important to establish a contract administration structure and perfect the mechanism of government of responsibility.
