中国高校智库的建设与发展研究

高校智库是中国新型智库建设体系的重要组成部分,近5年来,中国高校智库的机构建设获得了长足发展.笔者基于对高校及高校智库机构的广泛调研,从机构数量、制度建设、专业特色、管理模式和人员规模等各方面进行了系统梳理,运用调研数据全面展示了中国高校智库的功能建设状况.在此基础之上,进一步对照两办《意见》和教育部《计划》的智库建设标准,深入分析了高校智库存在的问题和差距,并对高校智库未来的发展提出了有针对性的建议.

Construction and development of university think tanks in China

As an important part of China''s emerging think tank system,university think tanks have got rapid development in last 5 years. Based on an extensive survey on university think tanks in China,this paper makes a systematic representation of the operation and development of the think tanks from the perspective of institution quantity,system construction,specialization feature,management regime,and staff size. Against the standards made by the central government and the Ministry of Education,the paper analyzes the problems and gaps in university think tanks and proposes some policy recommendations on their future development.
