| 摘 要： | 依据重庆市2008年交通年度发展报告，由大量交通基础设施施工乃至道路设施维护等引发的“建设型拥堵”已成为道路拥堵的主要类型，此问题折射出现行市政道路管理体制的一些弊端。剖析市政道路管理体制现状，并对城市道路维护管理的权限分级原则进行研究，提出了市政道路管理体制改革的具体方案。
