| 摘 要： | 与社会日趋进步、物质生活日趋提高形成了反差,聋哑人犯罪案件逐年呈上升趋势,严重地危害了社会治安和人民生命财产安全,已经成为一个不容忽视的社会问题。文章以青岛市聋哑人犯罪为着眼点,分析了我国目前聋哑人犯罪的新趋势及其原因,并从聋哑人的社会保障制度完善、聋哑人保护的法律制度完善和建立聋哑人犯罪预防体系等方面展开论述,以期为聋哑人犯罪的预防提供参考。

| Abstract: | In contrast with growing social progress and increasingly improving material life,the deaf-mute crime each year increased each year.The deaf-mute crime has seriously endanger the social order and people's lives and property,and has become a serious social problem.The article tries to analyze the reason of new tendency of current deaf-mute crime,and discuss how establish social security system,protective law system,and prevention system of crime for deaf-mutes. |
