| 摘 要： | 第二次世界大战后,以<贝弗里奇报告>为蓝图,西方世界兴起以援助导向保障为内涵的福利国家社会建设.该报告以消灭贫困为基本目标,基于六条社会保障基本原则和全民的六大类划分,实施援助导向的全方位社会保障,深刻地影响了20世纪世界历史.

| Abstract: | After the Second World War, taking Beveridge Report as the blueprint, the western countries began the social construction of welfare state regarding as the connotations of security-oriented aid. The report makes the eradication of poverty as the fundamental objective, based on six principles of social security and all the people divided into six categories, to implement all-round social security, and have a profound impact on the 20th century world history. |
