| 摘 要： | 目前高校预算编制、执行和考核缺乏有效的权力制衡机制、执行预算监督不力。建议大学建立理事会,加强贷款预算管理,设置科学的评价指标体系。

This paper proposes that the council s should be established, loan budget management should be strengthened, and a sc ientific assessment system should be set up. |
