| 摘 要： | 文章分析了地方政府良治的战略分析、战略制定、战略实施的内容,并且介绍了政府良治的战略管理系统形成的逻辑关系。借助对SARS发展的趋势与状态的战略预测,说明和介绍了对突发事件的战略预测的分析方法,并且证明了此方法对地方政府良治的战略分析、制定、实施和战略动态调整等环节所起的重要作用。

| Abstract: | This paper analyzs the strategy analysis, strategy formulation and strategy implementation of the good governance of a local government. The logic relation in the good governance strategy management system is also presented. Depending on the strategic prediction of SARS development trend and state, the paper puts forward the strategy prediction and impact analyses method for suddenly occurred incidents. The result shows that the method takes a very important role in the strategy analysis, formulation, implementation and dynamic regulation. |
