关于独立学院的政策与法规及其问题的探讨

八年来,独立学院在法律政策上得到政府积极扶持,取得了合理的法律定位、规范的办学程序、明确的法律关系、积极的扶持政策。当前独立学院的发展既面临着历史性的机遇,也存在诸多问题,其问题的解决需从政策法规方面着手,建成专门针对独立学院的政策法规体系,明确独立学院与母体高校的关系,建立适合独立学院的管理模式,建立健全的产权制度,改善独立学院的办学环境。

Discussion about policies and laws as well as problems concerning independent colleges

For eight years,independent colleges received government's positive support in laws and policies,obtained reasonable legal position,clear legal relationships and active supporting policies.The present deve-(lopment) of independent colleges faces both historical opportunities and many problems.The solution to these problems should start from laws and policies to establish a law system especially for independent colleges,cla-(rify) the relationship between independent colleges and their superior universities,build up a management mode and sound property relations suitable for independent colleges and improve the environment for them to run schools.
