农村合作金融的外部环境分析

纵观我国农村合作金融改革的历程,改革的重点大多集中在产权、组织、管理等方面,属"内源化"路径选择,忽略了其面临的外部环境.农村合作金融的外部环境应包括管理环境、法律环境及客户环境等,全面和详实分析这三个方面的因素与农村合作金融发展的关系,并从政府职能、行业自律组织、立法与执法、与农户关系等方面提出优化农村合作金融外部环境的措施.

Analysis of Rural Cooperatives Finance on External Environment

Looking over rural cooperative finance reforms in these years,focus is on aspects of property right,organization pattern and managing,a way of endogenesis,while it neglects the external environment.Rural cooperative finance's external environment should contain government environment,legal environment,agent environment and so on.This article analyzes the relations between factors of the three aspects and the rural cooperative finance development and proposes some countermeasures to optimize the external environment of rural cooperative finance from aspects of government function,profession autonomy organization,legislation and law enforcement,relations to agent.
