信息系统建设中的需求调查和系统分析

 在现代信息社会的激烈竞争中，统计的第一职能——信息职能必须科学地加以强化，这是其“四化”的前提和基础条件。为此，统计工作者，特别是统计设计部门的工作者，需要在系统分析人员、计算机技术人员的帮助下，从数据结构的角度、从信息工程的角度，去重新认识自己所从事的统计工作，掌握它一些还不被了解的工程属性、潜在的关键管理环节，协调统一统计设计与技术设计，这是科学有效地进行统计信息自动化系统设计与建设的关键之一。 由于技术的进步、计算机应用的普及、传统的需求调查与系统分析方法，无论在认识论，还是在方法论上都发生了变化。不认真了解、掌握科学的方法，就不能做好统计信息自动化系统的需求分析与系统分析，就不能满足统计工作现代化的直接需求。

Demand Investigation and System Analysis in the Construction of Information System

The first link in the construction and application of information system is to make investigation of systematical analysis by application demands. In fact, this work determine the design standard and application results of the corresponding information system. The statistical system has a long history of computer application, but the problem how to grasp this working link and coordinate the business design of statistics and the technical design of the system has still not been solved, blindness exists to some extent. The paper has made discussion on these issues.
