高校两办处于党委和行政系统的中枢地位,统筹协调是其最显著的特征之一,也是其最基本的职能。发挥这一职能,应遵循整体效能优化、沟通与导向、补偿与平衡、假说应变协调、政策公开等原则。并处理好被动性与主动性、经常性与阶段性、原则性与灵活性、事务性的与思想性等关系。
