摘    要:在大学有限资源条件下 ,由校方主导的大学人事制度改革有可能出现以向关键岗位和优秀人才等倾斜为名义 ,侵犯普通教职员合法权益的现象。从利益博弈的视角来看 ,校方为“强势方” ,普通教职员处于弱势地位。要形成校方与教职员共同发展的“双赢”格局 ,学校应严格聘任和晋升程序、建立科学合理的考核评价体系和落实具有刚性约束的相关措施。

Abstract:Under the condition of its limited resource, the personnel system reforms carried out by a university in the name of paying attention to key positions and outstanding professionals may encroach on its ordinary teaching and administrative staff 's legal rights and interests. From the point view of Game Theory, the university is a strong side, and the ordinary teaching and administrative staff a weak one. To get a pattern of double-wining for both the university and its staff, the university should strictly follow the employing and promotion procedure, establish scientific and reasonable assessment and evaluation system, and put into effect some related measures of rigid constraints.
