Socio-Economic Conditions for the Reproduction of Skilled Agricultural Cadres

Overcoming the shortage and high rate of turnover of skilled cadres in agriculture is a most timely and complex problem in many of the nation's economic regions. This problem is especially important for the collective and state farms of Siberia and the Far East. Reasons of an objective as well as a subjective nature are the basis of these phenomena. The former are engendered by historical conditions in the settlement and ihdustrialization of these regions, the latter by the shortcomings in the management and economic stimulation of agricultural production in the recent past.
