Abstract: | The more rational utilization of manpower is one of the prerequisites to achieving high rates of development in social production, to increasing the effectiveness of social production, and to improving the well-being of the working people. The Twenty-Fourth Congress of the CPSU devoted much attention to this problem. L. I. Brezhnev's report noted that "compared with the last five-year period, in 1971-1975 there will be less opportunity to hire additional manpower. There are also limits to the growth rates of capital investment. |
