| 摘 要： | 蒙古和西藏是清朝及民国时期民族工作的重点 ,清末由于一些立法措施不利 ,影响了民族团结 ,给帝国主义以可乘之机 ;民国初期为维护祖国统一和蒙藏地区稳定做了大量工作 ;南京国民政府对蒙藏地区的立法较多 ,建立了较为完善的民族法规体系。

| Abstract: | During the period of Qing Dynasty and the Republic of China,ethnic work mainly focused on the area of Mongolia and Tibet.Some improper measures greatly affected the union of ethnic minorities,giving the imperialists chance for infiltration.The Republic of China did a great deal of efforts for the national union and the stability of Mongolia and Tibet.The Nanjing government of the Republic of China established a relative prefect system of ethnic laws. |
