随着社会主义市场经济体制的逐步完善，政府如何在高等教育领域有效地进行机构改革和教育行政职能的转变成为现阶段我们迫切需要面对和解决的问题。新公共管理理论被认为是改善政府公共管理的有效理论，其中一些积极的思想值得我们在明确政府管理高等教育职能定位中加以学习和借鉴。

The Government Functional Localization in the Higher Educational Management——Based on the New Public Management

Along with the consummation of the socialism market economy system,the urgent problem we must face and solve is how the government effectively carries on the organization reform and functional transformation in the educational administration.The new public management is considered as the effective theory of improving the government public management,we can study some positive thoughts and use them in the government functional localization.
