发达国家国货界定标准对我国的启示

国货标准缺失使我国政府采购陷入窘境，准确的国货标准能更好地发挥政府采购制度这一非关税壁垒的作用，以便2020年我国政府采购市场开放后国内产品具有和国际产品同等甚至更好的竞争优势。文章通过政府采购发达国家对国货的界定的比较，从实例中找出有效的国际承认的国货界定标准，结合中国现状，对我国如何界定“国货”提出建议，以期找到在我国运用的方法和途径。

Inspiration of the Developed Countries' Domestic Goods Definition Standards to China

The absence of standard for the Chinese products has put the governmental purchase into a dilemma. Precise standards for Chinese products can enable the government to better use purchase system--the non-tariff trade barrier, so as to better patronize industries at home, and also to make domestic products equal to or even more competitive than foreign products after the opening up of China＇s governmental purchase market in 2020. By comparing the definitions of domestic goods among developed countries experienced in governmental purchase, the paper finds out that the effective and internationally recognized standards from the examples. It also puts forward proposals on how to define the domestic goods by combining the current situation in China, in the hope of finding ways and approaches of application in China.
