| 摘 要： | 辛亥革命后,为了解决财政危机,巩固新生革命政权,蔡锷及时提出了开源、节流和加强财政管理等一系列改善财政的主张,并亲自在云南付诸实施,从而使民国初年的云南在没有中央和邻省协济的情况下,出现了经济繁荣、政通人和的良好局面。蔡锷的财政思想及实践,对于建设中国特色社会主义伟大事业仍不无借鉴意义。

| Abstract: | After the Revolution of 1911,in order to solve the financial crisis and solidify the newly-born revolutionary power,Cai Er brought forward a series of propositions of broadening the sources of income and reducing expenditure,and strengthening the financial management.He tried his best to push forward the projects into practice,all of which helped to improve the finance,boom the economy,smooth the administration of Yunnan in the early years of Republic China without any financial aids from the central government and neighbor provinces.Cai Er's financial thoughts and practice is still of significance for the construction of socialism with Chinese characteristics. |
