脱贫攻坚与乡村振兴有机衔接路径研究

乡村振兴，摆脱贫困是前提。脱贫攻坚与乡村振兴战略既相互联系又有所区别，中央明确脱贫县设立5年过渡期，保持现有主要帮扶政策总体稳定，但当前仍然存在认识差异、政出多门、产业升级难、内生动力弱等问题。需要从增强融合发展意识、做好体制衔接、培育新产业新业态、吸引要素回流等路径推进两者有机衔接。

A Study on the Path of Organic Connection between Poverty Alleviation and Rural Revitalization

The premise of rural revitalization is to get rid of poverty. Poverty alleviation and rural revitalization strategy are interrelated and different. The central government has made it clear that poverty alleviation counties have a five-year transition period. However, there are some problems such as the difference of understanding, the multiple branches of government, the difficulty of industrial upgrading, the weak endogenous power and so on. The awareness of integrated development should be enhanced, doing a good job in system convergence, cultivating new industries and new formats, and attracting elements to flow back to promote the organic convergence of the two.
