| Abstract: | In the paper ,the reform of the personnel system in institutions of higher learning in China is discussed in the conditions of market economy in the 21th century.It suggests that based on the theory of originality in management,a completely new management system of human resources should be established in institutions of higher learning as soon as possible. |
