20世纪后半期以后，由于欧盟各国的总和生育率的不断下降和死亡率的下降，导致人口老龄化的速度加快和劳动力不足。本文从人口经济学角度论述了欧盟渐进过程中的人口老龄化和劳动力不足的问题．提出应积极吸收大量的经济移民，特别是高科技人才的引入，从而提高欧洲经济的竞争力。
