坚持效率与公平相统一的市场化改革方向

市场效率与社会公平是社会主义市场经济的本质规定。由于在我国市场化改革过程中利益关系的调整,社会结构的变动,新的社会阶层的出现,各类利益主体多元化的格局形成,因此在经济总量迅速扩大的同时,社会财富的分配关系也已经发生了根本性变化。但经济总量的迅速增加并不等于效率的提高。在效率问题并未根本解决,提高效率的市场环境与制度环境尚完全具备的同时,公平问题更为突出。由于按劳分配和按要素分配的正常秩序被严重扭曲,弱势群体的大量存在,权力寻租和腐败现象的普遍蔓延,正在严重阻碍经济活动效率的提高和社会公平的实现。为了从根本上解决效率问题,实现社会公平,必须遏制权贵资本的膨胀,借鉴国际上反腐败的成功经验从制度上铲除权贵资本生存的土壤。为此,必须强化法治建设,推进政治体制改革,把经济社会各个领域的活动建立在法治基础之上。

On Following the Market Reform with the Integration of Efficiency and Justice

Market efficiency and social justice are the essence of socialist market economy.In the market reform of China,there appear the adjustment of interest relations,changes of the social structure,new social strata and interest groups.With the quick increase of the total economy,which does not means efficiency,there appear the dramatic changes in the distribution of social wealth.Because the normal order of wealth distribution no longer exists,justice has become a serious problem with the existence of many weak groups and power corruption.Justice can promote efficiency but power capital must be controlled.The improvement of our legal system and the implementation of social justice in the economic fields are based on the political and institutional reform,and the learning of the experience of other countries will benefit us.
