| 摘 要： | 在实施西部大开发战略中 ,中国西部各地区的首要任务是加强地方经济法制建设 ,运用法律手段 ,促进和保障西部地区经济的振兴和发展。在西部大开发中加强地方经济法制建设的措施包括 :必须树立长期性 ,全局性的观念 ,完善生态环境保护的地方立法 ,以实现西部地区方经济立法促进西部地区的发展 ;完善地方经济立法 ,以促进西部地区的产业结构调整 ,发展特色经济 ;依据WTO的标准 ,提高西部地区地方经济立法的质量 ,改善外商投资环境

| Abstract: | In carrying out the strategy of western Development, the most important task for the western regions is strengthen the local economic legal system building and make good use of law to promote and guarantee the vigorous development of the western economy. This paper makes a tentative approach as to how to strengthen the local economic legal system building in Western Development. |
