In our construction of the new socialist countryside,the peasants are the center not only of practice but also of value.Realizing the central position of the peasants entails consolidating the innovation of systems and ensuring the democratic and political rights of the peasants;carrying out the policy of "more giving,less getting and flexible setting"to develop agriculture and its economy and increase the income of the peasants;improving education and training to build up the peasants'consciousness and ability as the center.
