对传统“三农”体制的制度创新和伦理思考

从制度创新的视角研究“三衣”制度并进行伦理反思，有助于探索新时期我国农村生产力发展的有效途径，有助于推进社会主义新农村建设，同时对我国构建和谐社会的目标也具有重要的现实意义。要改革传统的“三农”制度，就必须废弃城乡二元结构，给予农民基本的自由和平等的国民待遇，要改变过去农业辅助工业的状况，给农民提供合理的社会保障，强调补偿的正义原则，从而真正建立并完善具有德性的“三农”制度。

Institutional innovation and ethical reflections of traditional system of "three rural issues"

An examination of the traditional system of ＂three rural issues＂ from the perspectives of institutional innovation and ethics helps find out the effective approach of raising productivity in the rural areas of China, contributing to the construction of new socialist countryside and the realization of the goal of bringing about a harmonious society. To reform the traditional system of ＂three rural issues＂, the dual structure characterized by the separation of town from countryside must be abandoned and the farmer should be granted necessary freedom and equal treatment. The auxiliary role of agriculture must be changed, reasonable social security should be provided to the farmer, and the just principle of compensation must be emphasized, so that an ethically correct system of ＂three rural issues＂ can be established and perfected.
