| 摘 要： | 无论人类社会发展进化到何等程度,人类自身永远只能是大自然的产物和组成部分。在资源枯竭和生态恶化的自然条件下,不可能建立起和谐的人类社会。党的十七大提出的建设生态文明理念,符合中国国情,顺应时代要求,它反映了人民的心愿,指明了我国社会经济发展的出路。它对于全面落实科学发展观,不断提高资源环境保障能力,从而实现国民经济叉好又快发展具有重大意义。
