| 摘 要： | 韩非是中国先秦时期法家思想的集大成者，其创立的以法为本，“法、势、术”相结合的法治理论体系，为秦统一六国提供了理论准备。对后世影响深远。借鉴吸收韩非法治思想的合理成分。对于实现依法治国具有现实的指导意义。

| Abstract: | In view of frequent public order cases in society, the author makes a full analysis of some mistakes in Rules of Public Order Cases Handled by Public Security Organs and researches emphatically on content of public order cases statement, on-the-spot directing persons elected and the relations between on-the-spot control and traffic control. |
