| Abstract: | In the new century, because institutions of higher learning are confronted with various opportunities and challenges, the concept of university needs to be annotated again. This paper, from the viewpoint of system theory, has analyzed the issues concerning functions, organizing structures, systems and appraisements of the institutions of higher learning in the century and put forward some corresponding viewpoints for further probe. |
