农业保险的利益主体联动及其运行机制

农业保险涉及政府、保险公司和农户三方利益主体，如何以经济利益为导向，通过相应政策和制度对三方利益相关者进行整合，使其具有相互促进、相互制约的协作功能，并在外部条件发生变化时，相关利益人能自动地迅速作出反应，调整原定的策略和措施，从而发挥农业保险的保障作用，是现阶段备受关注的一个重要课题。利用利益相关者理论和博弈理论，试图通过构建我国农业保险中三个相关利益主体的联动机制，来探讨促进我国农业保险的制度和方法，有效调动各利益主体的积极性，以期实现农业保险的可持续发展。

The Stakeholders of the Agricultural Insurance and Its Linkage Mechanism

Agricultural insurance involves tripartite stakeholders： government, insurance companies and farmers. It is an important and concerned highly topic how to guide economic interests, through appropriate policies and systems to integrate the tripartite stakeholders, make them have the collaboration function of promotion and constraints mutually, and it can play the role of protection of agricultural insurance when the external conditions change, stakeholders could respond quickly and automatically, adjust the strategies and measures. In this paper, in order to achieve sustainable development of agricultural insurance, the author try to use stakeholder theory and game theory to build the linkage mechanism of the three relevant stakeholders of agricultural insurance in China, and try to explore the promotion of agricultural insurance system and method, initiative the mobilization of various stakeholders effectively.
