清朝时期，繁荣的商业及以移民为主体的人口结构。使各种商业纠纷突现。具有不同省籍的移民商帮、会馆间在商帮经营范围、劳资关系方面存在一些矛盾。在清朝时期的重庆，社区、亲邻的调处能力不及商帮、会馆的调处能力。而正式的司法审判通过多种形式介入百姓的日常生活之中。
